Captain Cookie & the Milk Man Grand Opening in Arlington
Community Invited to Join Hunger-Ending Efforts on February 10th
Captain Cookie & the Milk Man Opens New Store in Arlington, VA
February 2, 2023, Arlington, VA — Captain Cookie & the Milk Man, maker of DC’s favorite cookies and ice cream sandwiches, opens its fourth area store, this time in Arlington, Virginia. For the February 10th grand opening of their first Virginia storefront, Owners Kirk and Juliann Francis invite everyone to join them in the company’s mission of “Saving the World One Cookie at a Time.” Ten percent of every sale throughout the day will be donated to the nearby Arlington Food Assistance Center (AFAC) to support its important hunger-ending work.
Captain Cookie’s full menu of made-from-scratch cookies, including Valentine’s Day specials like Red Velvet, will be available on grand opening day. The store, located in the Courthouse area at 2200 Clarendon Boulevard, Arlington VA 22201, will open to the public starting with a ribbon-cutting at 10 am on Friday, February 10th. Arlington County Manager Mark Schwartz and President of the Arlington Chamber of Commerce Kate Bates will be helping us kick off the celebration. In addition to the special ribbon cutting, patrons will be able to spin a wheel to get a chance to win free cookies, ice cream, Captain Cookie gear, and more!
The Francises say they are excited to open the Courthouse location, which had originally been slated for last year. “We are so fortunate to have had wonderful people involved in this project from the first brainstorm to the grand opening, and all of those people experienced the frustrations of trying to bring a new shop to life in these post-pandemic times right alongside us. It feels like a really big moment to be cutting a ribbon 3 years out from the world being turned on its head, and Kirk and I are overjoyed to involve the community in this day and the future of this shop and company in a really meaningful way,” Owner Juliann Francis says.
“Bringing Captain Cookie to Courthouse means we can put more smiles on more faces – by baking the best cookies for Arlington and serving up the highest quality local dairy, by having that personal interaction with each individual that can change the course of a day. It also means we have the privilege of building an empowered team of cookie crew members here and shining a light in the community right around us. Our work to benefit AFAC for the grand opening is just one instance of that.”
County Manager Mark Schwartz will be joining the celebration and will participate by cutting the ribbon.
“It gives me great joy to see small businesses grow in our vibrant community,” he said. “Welcome to the neighborhood and congratulations to the wonderful owners and cookie crew at Captain Cookie & the Milk Man. We hope you continue to flourish, and thank you for bringing delicious cookies and smiles to Arlington!”
“Thank you for supporting AFAC on your philanthropic efforts to end hunger,” said Jolie Smith, Director of Development at the Arlington Food Assistance Center (AFAC). “Your fundraising campaign will make a difference helping us feed the 2400+ families that come to AFAC weekly. Congratulations and welcome to our wonderful community!”
The team at Captain Cookie & the Milk Man — Courthouse will announce new seasonal flavors every month on Instagram and Facebook @captaincookiedc starting February 15th. They are also looking forward to seeing everyone at the grand opening to try their best-sellers and new Valentine’s Day flavors for a great cause. All Instagrammers can share their favorite cookies or ice cream sandwiches by using hashtag #captaincookiedc.
Our Mission: Saving the World One Cookie at a Time!
Captain Cookie Owners Juliann and Kirk Francis believe that with great cookies comes great responsibility. A large portion of Captain Cookie’s profits has always and will always be used as a force for good. Captain Cookie proudly supports efforts to end hunger including AFAC, DC Central Kitchen, the Capital Area Food Bank, local food pantries and No Kid Hungry and helps raise funds to support local schools and community organizations. They want their customers and employees to know that each member of the Captain Cookie community is helping save the world one cookie at a time!
Our Story:
Kirk made his first cookie at age four and has been obsessed ever since. His recipe for chocolate chip cookies is the result of over three decades of tinkering and testing. While on the quest for perfection, he also developed a handful of knockout recipes for the cookies featured on their menu. To say these cookies are made from scratch is an understatement. Years of cookie-baking and the finest ingredients have gone into making your cookie the best you’ve ever had. They pair those cookies with super premium local ice cream and milk for top-notch treats: their made-to-order ice cream sandwiches are not to be missed!

Founded by Kirk Francis, who started sharing his deep love for cookies from a DC-based food truck in 2012, the company has expanded to include bringing his wife and owner Juliann Francis onboard and adding locations in DC, North Carolina, New York City, and now Virginia. The two still operate a fleet of cookie trucks that are the highlight of events all over the DC area. At the end of the day, the company is really about the people whose lives can be impacted positively by its existence, whether that’s through a delicious cookie, a great work experience, or through the charitable giving that comes from the company’s success.
